This one starts with the Question stopping a mugging and getting stabbed in the arm. He then has to stop the bigoted victim from taking revenge on an unconscious mugger, so he’s in a bad mood by the time he gets home. As Aristotle Rodor (aka Tot) patches his arm (using the Question mask as a bandage), they reminisce about how Vic Sage became the Question ten years ago. We get an extended flashback showing that Vic was a news anchor back then, and was also a real asshole, who gave arrogant diatribes on the newsVic being a dick and banged his secretary Judy for kicks. He called out a doctor who supposedly killed a girl with a botched abortion, but it turned out he had the wrong doctor. To save his career, Vic had to either grovel to Dr. Twain for forgiveness, or find something else on him. Luckily, Tot happened to stop by, wanting help stopping Dr. Twain from taking a failed experiment (Pseudoderm) overseas and selling it. Vic decided to break into Twain’s place to find evidence and Tot bonded the mask to Vic’s face for the first time. Vic went to Dr. Twain’s place and interrupted a meeting with some Central Americans who were Vic pounds Twainthere to buy drugs and other stuff. Vic got pissed off and pounded them all, leaving the evidence out before calling the cops. He showed up later as Vic Sage and the exposé saved his career, making everyone forget his mistake about the abortion thing. In the present, Vic admits to Tot that he didn’t care that much about the innocent people in Central America who might be hurt by Twain’s drug trafficking, he really just couldn’t stand admitting he made a mistake and looking bad in public. Vic decides to go out again and Tot points out that he still has a lot of anger in him, and that’s really what motivates his crimefighting. After Question leaves, Green Arrow shows up to ask whether Question has been in Seattle lately (which ties in with the Green Arrow annual reviewedGreen Arrow pounded by fake Questions below). Arrow soon realizes something weird is going on when two Questions show up and attack him. He takes off and the fake Questions let him since they came for Tot. But Tot is gone too, so they take off. Downtown, Vic pounds a mugger and runs into Judy, who’s now a hooker. He takes her home and finds out what happened from Tot and Green Arrow. Since they’re wearing Question masks, Vic and Tot figure Dr. Twain is behind it and Green Arrow finds out he went to Santa Prisca after his sentence was up. Vic and Tot have been to Santa Prisca (here they helped overthrow the corrupt regime), so Vic prepares to getting masked uphead back and Green Arrow insists on coming along. They contact Batman and hitch a ride on a Wayne Foundation plane smuggling medicine (like Batman did in his own annual), parachuting down to the beach. They’re caught by some soldiers and taken to an old Spanish fortress where they’re tossed in a cell. Question manages to convince the guards to let Green Arrow keep his weapons and they soon break out, donning Question masks to blend in. Many of the people in the fortress seem like zombies and they overhear Dr. Twain talking to a general about a modification of the gas Vic uses to dissolve his mask. The modified gas will kill about 11% of those exposed to it, turning the othersVic wonders into dimwits. Twain has arranged to set off a gas bomb in Hub City as a test. If it’s successful, the general will buy the gas from Twain. Green Arrow is appalled, but when Twain mentions that the gas would technically make people peaceful (by removing their free will and replacing it with mindless docility), Question wonders if that’s such a bad thing, considering what a crime-ridden shithole Hub City is. Arrow takes out the general, but a stray shot punctures a tank of the gas. Arrow holds his breath, but Question doesn’t seem affected by it. Twain calls for back-up, forcing Question and Green Arrow to jump out poetic justicethe window. They get separated and Arrow takes off, hoping to get to Hub City in time to stop the bomb. Question goes after Twain, who gets the drop on him. But before Twain can do anything, he turns into a zombie, having gotten a whiff of his own gas when the tank blew. There are some Who’s Who pages at the end of the issue, covering Question, Tot, Isadore O’Toole, Lady Shiva, and Myra Fermin (mayor of Hub City).

This one starts with Green Arrow trailing a guy named Clevenger, who’s been the target of a couple murder attempts lately, though the cops can’t figure out why. Clevenger ends up dead and Green Arrow goes after the killer, who he recognizes as the Question. He loses him in a crowd and decides to go to Hub City to see what’s going on. Dinah’s pissed off that he’s willing to jump into someone else’s fight, pointing out that’s not the behaviour of a responsible father (since Oliver has been talking aboutQuestion runs into Gomez wanting a kid). He goes anyway and we get a rundown of the story from the above annual. After leaving Question to fend for himself on Santa Prisca, Green Arrow manages to hijack a chopper and head for Hub City. Question finds that his mask won’t dissolve, probably due to the extra shot of gas he took during the fight. He wanders into a village and runs into Gomez, the former dictator whose regime Question destroyed. In Hub City, the pilot of the chopper tells Green Arrow that the gas will be released tomorrow at noon, unless it rains. The pilot is shot by Twain’s henchman (Juarez), who Green Arrow threatens to kill. But school gas attackwhen the cops show up, Arrow has to take them down (non-lethally), giving Juarez the chance to escape. Arrow goes to see the mayor (Myra Fermin), who tells him to talk to Tot. At a local high school, a gas bomb explodes during a basketball game, turning 263 people into mindless zombies and killing 37. At Tot’s place, Green Arrow finds him banging Judy (Vic’s ex who became a hooker when he dumped her) and asks about how the gas could be deployed. After rejecting water as a means of transmission, they hear about the school attack and Green Arrow heads over after borrowing some more dissolving spray from Tot (which protected him from the gas on Santa Prisca). Green ArrowGomez talks to Question and Myra discuss what the motive could be for the school attack and Arrow tells her he’s not sure if Question is coming back … or if he’s even still alive. On Santa Prisca, we see that Gomez has turned his life around and is now an altruist. He helps Question and convinces him that letting the gas zombify the people of Hub City would be wrong, because people don’t need intellect to feel suffering. Juarez sends a message to the news threatening to release the gas through the water lines and kill anyone who’s inside a building tomorrow. Green Arrow and Tot figure out it’s a ruse to get people outside, where helicopters will drop the gas all over the city. Myra tries to warn people to stay inside, but Juarez a zombienobody believes her so everyone is outside the next day, just like Juarez wants. Green Arrow heads to the airport, but the roads are jammed so he has to run. He takes down Juarez’s guards, but Juarez threatens to shoot the gas container on the helicopter, releasing the gas on them. Arrow figures he’s bluffing, but Juarez shoots the tank. Thanks to the antidote Green Arrow used earlier, he’s fine but Juarez has become a zombie. Green Arrow speculates that Juarez might’ve thought that a better fate than prison.

There’s a back-up story (by Sarah Byam and Dick Giordano) about Dinah and her mom (the original Black Canary) tracking some kid who stole herfinding the thief mom’s purse. They figure he’s working for a gang, but he’s just trying to get money to feed his family. Dinah offers him a job a her shop, but wonders if he’ll show up. Her mom suggests she quit being a super-hero and tells her something the doctors didn’t … that the damage to her vocal chords has probably taken away her sonic scream for good. There are a few Who’s Who entries at the end: Green Arrow, Black Canary, Speedy, Shado, James Cameron (the cop, not the director), and the original Black Canary.
